Musical Instrument Lending Banks
Mayo County Library now operates two musical instrument lending banks in the county, based in Castlebar and Ballina. These were established in conjunction with Music Generation Mayo as a result of a plan formulated by the Arts Section of Mayo County Council. The provision of affordable instruments is one of the key actions outlined in the strategic plan for music in the county, generated by Mayo’s Music Education Partnership.
Music Generation Mayo is a music education service for children and young people (0-18) in Mayo and is part of Music Generation -Ireland's National Music Education Programme, initiated by Music Network and funded by U2 and The Ireland Funds. Locally, Music Generation Mayo is managed and co-funded by Mayo’s Music Education Partnership (MEP). This inter-agency partnership is comprised of the following organisations: Mayo County Council Arts Office, Mayo County Community Forum, Mayo V.E.C., Mayo County Development Board, Mayo Education Centre and Mayo County Council Dept. of Community and Integrated Development.
In 2011 Mayo MEP made an application to Music Generation to fund a new inter-agency strategic plan for music education development in Mayo. One of the vital strands of the Mayo MEP’s submission was to establish a County wide Instrument Bank. Evidence of the need for an accessible bank of good quality musical instruments became apparent during an extensive consultation phase, as it emerged that lack of access to affordable instruments was a major barrier to music-making for young people in the county. In a unique approach to securing funding for a bank of instruments, Mayo County Community Forum as partners in the Music Education Partnership submitted a project proposal to South West Mayo Development Company Rural Development Programme 2007-2013 (LEADER). “The County Community Forum is delighted to be able to facilitate this unique project that will make music more accessible to young people “ said Brendan Sammon, Chairperson Mayo County Community Forum. “It will help to relieve the financial pressure on parents and guardians who cannot afford to buy musical instruments for their children at present but can now borrow them through the local county library system. The Forum wishes to acknowledge SWMDC and the NDP (LEADER) for assisting with the funding and we encourage all young people in the South West Mayo area to borrow and use the instruments”
Castlebar Instrument Bank
The first instrument bank is housed in Mayo County Library headquarters in Castlebar and lending commenced in May 2013. Instruments from this bank can be borrowed by young people (0-18) in the South West Mayo Leader area for a period of 6 months with an option to renew if there is not a waiting list for the instrument. (Note: this area excludes Castlebar urban area. Anyone from Castlebar urban area wishing to borrow an instrument may do so from the Ballina bank- see below).

Borrowers must be library members and application forms, which also outline terms and conditions, must be completed and signed by parent/guardian on collection of the instrument.
A deposit fee and rental fee are payable when borrowing an instrument. The deposit is refundable when the instrument is returned in good condition.

Ballina Instrument Bank
This bank serves the North Mayo area and also Castlebar Urban area and lending commenced in September 2014. It does not include the Erris area. This area will be served by a third instrument bank which is planned to commence in 2015. The scheme is also administered by Mayo County Library and the instruments are housed in Ballina Civic Offices.
